SAN FRANCISCO – Microsoft finally persuaded Yahoo to surrender control of the Internet's second most popular search engine and Nike air jordan VIjoin it in a daunting battle — taking on the overwhelming dominance of Google in the online advertising market. A 10-year deal announced Wednesday gives Microsoft its best shot yet to show its new search technology, Bing, is as good as or better than Google's. Microsoft also hopes to use Yahoo to divert sales from Google, which generates more than $20 billion a year from ads. Gaining access to Yahoo's audience would instantly more than triple Bing's U.S. market share to 28 percent. That's still a far cry from the remarkable 65 percent of U.S. searches handled by Google, according to the research firm comScore Inc. By joining forces, Microsoft and Yahoo are betting they will be able to focus on their respective strengths. By turning over responsibility for search technology to Microsoft, Yahoo can concentrate on sales of billboard-style advertising on the Web — and figuring out how to keep luring traffic to its Web sites, which already attract more than 570 million people worldwide every month. While the agreement shapes up as a potential boon for Microsoft, it was greeted in the stock market as a letdown for Yahoo. Just 14 months ago, Microsoft dangled $9 billion in front of Yahoo in an attempt to forgemonogram exotics a search advertising partnership, only to be rebuffed. Yahoo had also turned down Microsoft's $47.5 billion bid to buy the entire company. Yahoo has been struggling so badly since then that Microsoft isn't paying any money in advance. Instead, it will give Yahoo 88 percent of the search ad sales made on its Web site, above the usual commission of 70 to 80 percent. By spending less on its own search technology, Yahoo expects to boost its annual operating profit by about $500 million — but not until 2012, when the two companies expect to have all the pieces of a complex technological puzzle in place. "I think a lot of people are kind of looking at the numbers and seeing a lot of question marks where they expected to see exclamation points," said Scott Kessler, a Standard & Poor's equity analyst. Yahoo Inc. shares plunged $2.08, or 12 percent, to $15.14 as investors expressed disappointment over the absence of an immediate windfall. Microsoft Corp. shares gained 33 cents to $23.80 while Google Inc. shares shed $3.61 to $436.24. It took Carol Bartz, Yahoo's chief executive, just six months to strike a deal with Microsoft — something that neither of herMinnesota Vikings Jerseys predecessors, Terry Semel and Yahoo co-founder Jerry Yang, seemed interested in doing. Yahoo will have limited access to the data on users' searches, which yield insights that can be used to pick out ads more likely to pique a person's interest. The value of that information is why Microsoft wants to process more search requests. Microsoft CEO Steve Ballmer could barely contain his excitement as he gushed about finally getting Yahoo on his side — something he has been trying to do for at least three years. "I am very enthusiastic," Ballmer said in an interview. "This is what I have basically been saying for the past 18 months: The worldNike Men Dunk Low will be better served for consumers, advertisers and publishers, and there will be more competition for Google, if we can somehow figure out how to get Microsoft and Yahoo together in search." Antitrust regulators plan to review the agreement to make sure it doesn't lessen competition or compromise the privacy of people who use the search engines. Last year it formed its own proposed search advertising deal with Yahoo, only to be forced to retreat after U.S. antitrust officials threatened to sue. Microsoft helped spearhead the campaign against a Google-Yahoo partnership. Now many people, including Ballmer, expect Google to try to turn the tables on Microsoft by opposing its Yahoo deal. "There has traditionally been a lot of competition online, and our experience is that competition brings about great things for users," Google spokesman Adam Kovacevich said. "We're interested to learn more about the deal." FOUNTAIN HILLS, Ariz. – A Taser stun gun, capable of shocking three people without being reloaded, was unveiled Monday in front of Nike air jordan 9 hundreds of law enforcement officers who applauded after watching rounds of barbed wire fired at metal targets. The demonstration at the Scottsdale-based company's annual conference was performed by Taser International Chairman Tom Smith, and his brother, CEO Rick Smith, who says the device will become the new standard for police officers who want greater tactical abilities. The device is the first new stun gun Taser International has introduced since 2003. Older Taser stun guns, in use by 14,200 law enforcement agencies throughout the United States, have to be reloaded after one shot, which can be a problem for an officer who has missed a target or has more than one suspect to subdue. "This is as big a step as when firearms went from a muzzle loader to the revolver," Rick Smith said later. "If I was a cop I'd want Jordan VIII shoes to carry one." The new stun gun costs $1,799, compared with $799 for the older model, though Smith said law enforcement agencies could trade in their older ones for credits worth $300-$800. DALLAS – Scott Hintz needed more miles with American Airlines to book a free trip to Morocco this spring, and he had several Nike air jordan 2009 shoesthousand miles from another carrier that he thought might be just the ticket. The San Francisco travel executive went online, found a willing trader for his Alaska Airlines miles and made a swap. In May he was roaming North Africa. "I took miles out of some programs I don't use and got some value out of them," says Hintz, who calls himself "a miles junkie." Frequent flier programs have been around for nearly three decades and billions of miles go unused. Airlines used to prohibit swaps of frequent-flier miles — it's still in the fine print of many loyalty programs. But now some are perfectly fine with exchanges like the one that Hintz made — they collect a fee on every trade. Hintz used one of the little-known swap Web sites, Points.com, which operates like a crude stock exchange or commodities trading floor. Users list what they've got — the number of miles and in which airline — and the number of miles they want in another Nike air jordan2.5 airline. There is no charge for listing, but consumers on both ends of a completed swap pay a fee, most of which goes to the airlines. Some trades are straight-up — 10,000 miles in one airline for 10,000 at another. But some traders put a higher value on some carriers, such as Delta and American, the two largest. Another site, LoyaltyMatch.com, lets members sell miles or use them to buy merchandise. Travelers say mileage trades are a quick and convenient way to add miles in a snap. But others say they're a bad deal for consumers. Tim Winship, publisher of frequentflier.com, a Web site dedicated to the use of airline miles, says at current fares travelers get less than 2 cents per mile when they redeem their collection for a flight. "Keep that per-mile value in mind," WinshipJordan XIII shoes says. If you're paying a fee for the exchange, "then you're kidding yourself. Usually when I look at these things, it ends up being a pretty questionable value for the consumer." Points.com says its trading forum, called Global Points Exchange or GPX, levies fees that match what the airlines charge to transfer or share miles within their own programs. With American, for example, trading up to 5,000 miles costs $80, rising to $130 for 5,001 to 10,000 miles, and $180 for 10,001 to 15,000 miles. Trading Delta miles costs $30 plus a penny per mile; so exchanging 10,000 miles would cost $130. Frequent-flier programs started in the early 1980s, when Braniff and American Airlines looked for a cheap way to reward loyal customers and keep them coming back. From the beginning, airlines limited the transfer of miles. Executives at Points.com owner, Toronto-based Points International Ltd., which provides technology for many loyalty programs, told the airlines that allowing passengers to trade miles would make their programs more attractive and generate fees for the carriers. Points International President Chris Paul PierceBarnard says the trades are a good value when compared to flying a lot, putting thousands of dollars on your credit card, or spending a few nights in partner hotels to earn miles. Even critics of the trading programs see a few cases where they make sense: If you have leftover miles with an airline you rarely use; or if you are very close to earning a trip that you want to book right away. In the latter case, they say, check with the airline — it might be cheaper to simply buy the needed miles or earn them another way. One problem with the trading sites is limited participation. Points.com has signed up several big airlines, including American, Delta and Continental, but is still missing some big ones — including Southwest. "I just wish they had a few more airlines," says Hintz, the Points.com customer who is a co-founder of a travel service, noting that United and Virgin America also don't participate. Winship, the frequentflier.com publisher Nike air jordan XIXwho spent 20 years working for airline and hotel loyalty programs, also sees a downside to the trading platforms for the airlines. "If you can exchange American miles for United miles, a United customer has no more reason to fly on United than on American," Winship says. "It pulls the rug out from under the loyalty effect." It is hard to tell just how much trading is taking place. Points International declined to give figures. Several industry experts think it is still tiny compared to the billions of miles in circulation — a valid conclusion based on the listings. One day this week on Global Points Exchange, there were 39 bids for Delta miles, 19 for American miles, only five for AirTran and none for Frontier Airlines. Cashing in miles is often difficult, requiring booking flights months in advance and working around blackout dates. Even with the current travel slump, it's still hard because airlines have cut back sharply on the number of flights. Some analysts say the perception that miles are losing value could hamper trading. Barnard, the Points International New Orleans Saints jerseys executive, thinks trading miles will follow the course of swapping and selling other things online. "As they get more used to doing this in other parts of the economy," he says, "people will want to start doing this with their miles."

ANCHORAGE, Alaska – An independent investigator has found evidence that Gov. Sarah Palin may have violated ethics laws Nike air jordan Iby trading on her position in seeking money for legal fees, in the latest legal distraction for the former vice presidential candidate as she prepares to leave office this week. The report obtained by The Associated Press says Palin is securing unwarranted benefits and receiving improper gifts through the Alaska Fund Trust, set up by supporters. An investigator for the state Personnel Board says in his July 14 report that there is probable cause to believe Palin used or attempted to use her official position for personal gain because she authorized the creation of the trust as the "official" legal defense fund. The practical effect of the ruling on Palin will be more financial than anything else. The report recommends that Palin refuse to accept payment from the defense fund, and that the complaint be resolved without a formal hearing before the board. Palin posted an entry on Twitter in which she said the "matter is still pending," a statement echoed by her lawyer. The fund aims to help Palin pay off lv damier canvasldebts stemming from multiple ethics complaints against her, most of which have been dismissed. Palin says she owes more than $500,000 in legal fees, and she cited the mounting toll of the ethics probes as one of the reasons she is leaving office. The investigator, Thomas Daniel, sided with Palin in her frustration with having to defend herself against a barrage of ethics complaints. He suggested that Alaska lawmakers may need to create a law that reimburses public officials for legal expenses to defend complaints that end up being unfounded. Palin's friends and supporters created the Alaska Fund Trust in April, limiting donations to $150 per person. Organizers declined to say how much it has raised, and had hoped to raise about $500,000. A Webathon last month brought in about $130,000 in pledges. Kristan Cole, the fund's trustee, said the fund has been frozen pending the personnel board's review. In his report, Daniel said his interpretation of the ethics act is consistent with common sense. A man who knew a southern Tennessee woman slain along with her family tells The Associated Press that she and her husbandlv damier canvasl who is charged in the killings had been having marital trouble. Authorities say Traci Shaffer, her 16-year-old son and teenage neighbor were found dead Saturday in her home near Fayetteville. The bodies of Shaffer's brother and father were found in a neighboring home. MEXICO CITY – It was the boldest, most widespread coordinated offensive ever mounted by drug traffickers against theCleveland Browns Jerseys Mexican government. Calderon has sent an estimated 45,000 soldiers and tens of thousands of federal agents to drug hot spots — from Mexico's steamy Gulf coast to its colonial mountain villages to its desert outposts. Many wear ski masks as they ride through the towns in army vehicles and in the back of federal police pickups with their assault rifles drawn. But at the end of the day, many federal agents retire to hotels in towns so small that everyone knows everyone else's business. While soldiers stay on military bases, gunmen have picked them off when they go on leave. Experts say cartels have an extensive spy network that includes police, politicians, taxi drivers, waitresses, hotel employees and others paid to track the movements of soldiers and police. Federal forces in Michoacan arrested 10 mayors and 20 state and municipal officials in May for allegedly protecting La Familia. Many were from the towns targeted in this weekend's attacks. The success of such networks was evident in the offensive: Near the Pacific coast, gunmen fired on a private tour bus carrying federal officers who were trying to conceal their identities. The driver and one officer were wounded. The 12 federal agents whose Jordan IV shoesbloodied bodies were found Monday piled just off a mountain highway near the town of La Huacana were believed to have been kidnapped Sunday on their day off. A message left nearby read: "Let's see if you try to arrest another one." The agents were in a remote region of Michoacan to gather intelligence. Congressman Juan Francisco Rivera, of the Institutional Revolutionary Party, or PRI, said the United States shares the blame by feeding cartels high powered weapons bought easily north of the border. "As long as they don't suspend the indiscriminate sale of arms in 10,000 stores along the U.S. border, Mexican police and soldiers are going to keep dying," said Rivera, the head of Congress' security commission. Pineyro says the government needs Charles Barkley to rotate its forces more often, alert agents to take precautions after a major arrest and limit their movements during their off hours. Gen. Rodolfo Cruz, who oversees federal forces, said relatively few police and soldiers were killed, given the number of attacks — showing they are adequately prepared. The cartel, however, may have succeeded in convincing the public otherwise. Ciro Gomez Leyva, a columnist for Milenio newspaper, called the ambushes a "Tet offensive," referring to the offensive by the North Vietnamese army that failed but created a perception among the American public that the war could not be won. Voters showed they are growing tired of Calderon's battle by delivering a stinging loss to his National Action Party in midterm elections July 5, though it campaigned as the only party willing to take on cartels. The drug war has left more than 11,000 people dead since Calderon took office in 2006. WASHINGTON – The Bush administration built an unprecedented surveillance operation to pull in mountains of information far beyond the warrantless wiretapping previously acknowledged, a team of federal inspectors general reported Friday, questioning the legal basis for the effort but shielding almost all details on grounds they're still too secret to reveal. The report, compiled by fiveMichael Jackson Memorial inspectors general, refers to "unprecedented collection activities" by U.S. intelligence agencies under an executive order signed by President George W. Bush after the Sept. 11, 2001, terror attacks. Just what those activities involved remains classified, but the IGs pointedly say that any continued use of the secret programs must be "carefully monitored." The report says too few relevant officials knew of the size and depth of the program, let alone signed off on it. They particularly criticize John Yoo, a deputy assistant attorney general who wrote legal memos undergirding the policy. His boss, Attorney General John Ashcroft, was not aware until March 2004 of the exact nature of the intelligence operations beyond wiretapping that he had been approving for the previous two and a half years, the report says. Most of the intelligence leads generated under what was known as the "President's Surveillance Program" did not have any connection to terrorism, the report said. But FBI agents told the authors that the "mere possibility of the leads producing useful information made investigating the leads worthwhile." The inspectors general interviewed more than 200 people inside and outside the government, but five former Bush administration officials refused to be questioned. They were Ashcroft, Yoo, former CIA Director George Tenet, former White House Chief of Staff Andrew Card and David Addington, an aide to former Vice President Dick Cheney. According to the report, Addington could personallyMichael Jackson Memorial decide who in the administration was "read into" — allowed access to — the classified program. The only piece of the intelligence-gathering operation acknowledged by the Bush White House was the wiretapping-without-warrants effort. Although the report documents Bush administration policies, its fallout could be a problem for the Obama administration if it inherited any or all of the still-classified operations. The fate of the remaining and still classified aspects of the wider surveillance program is not clear from the report. The report's revelations came the same day that House Democrats said that CIA Director Leon Panetta had ordered one eight-year-old classified program shut down after learning lawmakers had never been apprised of its existence. All the programs were periodically reauthorized, but except for the acknowledged wiretapping, they "remain highly classified." Jane Harman, D-Ca., told The Associated Press she was shocked to learn of the existence of other classified programs beyond the warrantless wiretapping. Former Bush Attorney General Alberto Gonzales made a terse reference to other classified programs during an August 2007 letter to Congress. But Harman said that when she had asked Gonzales two years earlier if the government was conducting any other undisclosed intelligence activities, he denied it. "He looked me in the eye and said 'no,'" she said Friday. Robert Bork Jr., Gonzales' spokesman, said, "It has clearly been determined that he did not intend to mislead anyone." In the wake of the new report, Senate Judiciary Committee ChairmanMichael Jackson Memorial Sen. Patrick Leahy, D-Vt, renewed his call Friday for a formal nonpartisan inquiry into the government's information-gathering programs. Former CIA Director Michael Hayden — the primary architect of the program_ told the report's authors that the surveillance was "extremely valuable" in preventing further al-Qaida attacks. Hayden said the operations amounted to an "early warning system" allowing top officials to make critical judgments and carefully allocate national security resources to counter threats. Information gathered by the secret program played a limited role in the FBI's overall counterterrorism efforts, according to the report. Very few CIA analysts even knew about the program and therefore were unable to fully exploit it in their counterrorism work, the report said. The report questioned the legal advice used by Bush to set up the program, pinpointing omissions and questionable legal memos written by Yoo, in the Justice Department's Office of Legal Counsel. The Justice Department withdrew the memos years ago. The report says Yoo's analysis approving the program ignored a law designed to restrict the government's authority to conduct electronic surveillance during wartime, and did so without fully notifying Congress. And it said flaws in Yoo's memos later presented "a serious impediment" to recertifying the program. Yoo insisted that the president's wiretapping program had only to comply with Fourth Amendment protections against search and seizure — but the report said Yoo ignored the Federal Intelligence Surveillance Act, which had previously overseen federal national security surveillance. "The notion that basically one person at the Michael Jackson Memorial Justice Department, John Yoo, and Hayden and the vice president's office were running a program around the laws that Congress passed, including a reinterpretation of the Fourth Amendment, is mind boggling," Harman said. House Democrats are pressing for legislation that would expand congressional access to secret intelligence briefings, but the White House has threatened to veto it.

WASHINGTON — The hospital industry is close to a deal with the White House and congressional Democrats in which the industry Air Jordan 21would agree to federal funding cuts of $150 billion to $170 billion over the next decade to help pay for a health system overhaul, according to people familiar with the talks. The deal, which isn't final, could be announced within days. A critical feature is an agreement on phasing in the Medicare and Medicaid cuts. They've been seeking assurances that cuts would occur in stages as more people get insurance under the new legislation. If the cuts were to take effect sooner, hospitals say, they'd lose billions of dollars in revenues while caring for large numbers of uninsured patients. An agreement would boost Obama's drive for comprehensive legislation by addressing the biggest concerns of one of the most influential players in the health care overhaul debate. It would provide more money to the administration and Congress to cover the uninsured. In addition, it would come at a crucial time — just as members of the House of Representatives and the Senate return from their July Fourth break. Democrats are hoping to complete floor action in both chambers before the start of the August recess. A hospital agreement would follow a recently announced deal involving the pharmaceutical industry, the White House and the Senate Finance Committee . Under that deal, which was endorsed by the powerful seniors' group, AARP , the Pharmaceutical Research and Manufacturers of America said it would spend $80 billion over 10 years to expand the Medicare drug program and help defray the cost of an overhaul. The hospital associations and the White House declined to comment on the potential deal. Hospital costs make up the biggest slice of national health expenditures — about 31 percent of the $2 trillion spent annually. Beyond the timing of payment cuts, hospitals are concerned about proposals to expand the powers of a panel that advises Congress on payment rates for hospitals. Under an Obama proposal, the Medicare Payment Advisory Commission would set the rates itself (though Congress could overrule it). Such an arrangement would make it harder for the industry to effectively lobby against payment reductions. The Organization of American States has given Honduras a 72-hour deadline for reinstatement or warned it could face suspension from the regional group. ANCHORAGE, Alaska – Alaskans can put away their dust masks and spare air filters, for now, because Mount Redoubt seems to have cooled Air Jordan 13off since its last major eruption nearly three months ago. The Alaska Volcano Observatory said Tuesday that seismic activity has slowed under the volcano and it's possible that eruptions have stopped. The observatory lowered its alert levels for the mountain 106 miles southwest of Anchorage. A series of eruptions beginning in March disrupted air traffic and dusted Anchorage, the Kenai Peninsula and Gov. Sarah Palin's hometown of Wasilla with volcanic ash. Based on past events, geologists said eruptions could last for months, but Redoubt's last significant blast was April 4. Over the last three months, volcanic activity continued with the growth of a lava dome with enough material to fill 16 Louisiana Superdomes, geologist Ryan Bierma said. The bubble measures nearly 3,300 feet long, 1,500 feet wide and 656 feet tall, partly filling an old crater from a previous eruption that's about a mile long and a half mile wide. The dome grew from lava flowing out of the mountain and magma pushing up from below, Bierma said, but growth has slowed significantly. "There hasn't been much change noted since early June," he said. The volcano erupted March 22 and, in four blasts within about three hours, sent an ash plume more than 9 miles high into the air. The last significant eruption occurred April 4, when Redoubt sent an ash plume 50,000 feet intoShox TW the air. The eruption sent southcentral Alaska residents scrambling for masks and air filters to protect their lungs. Jagged ash particles have been used as an industrial abrasive. Particulate can injure skin, eyes and breathing passages and can scratch windshield glass if a motorist turns on wipers. It can also harm engines. Volcanic ash from Redoubt on Dec. 15, 1989, sent ash 150 miles away into the path of a KLM jet carrying 231 passengers. Its four engines flamed out and the jet dropped more than 2 miles before the crew was able to restart all engines and land the plane safely at Anchorage. Geologists monitored the mountain and watched as seismic activity diminished. In flights over the dome, they also detected less gas emitted. They used forward looking infrared cameras pointed at the dome to detect where cracks were occurring and where magma was close to the surface, Bierma said. The eruptions melted much of a glacier that had covered the crater, but parts of the dome are now so cool, new snow has not melted. Scientists say the dome may be unstable and could fail with little or no warning, leading to significant ash production and possible mud Air Jordan 18flows in the Drift River Valley, where an oil terminal was threatened in April.
