PARIS -- The International Monetary Fund said Wednesday that it would come to the rescue of Romania as part of a $27 financing package to help the country weather the financial crisis. The fund said in a Air Huarache Burst statement from Washington that agreement had been reached on an economic program supported by a loan of about $17.5 billion under a two-year stand-by arrangement. Pending the approval of the fund’s executive board, Romania would be able to draw $6.75 billion upon board approval. The Romanian economy has been weakened by a sharp decline in foreign investment, even as the government’s finances and the banking sector have been overwhelmed by the economic crisis. Pending the approval of their respective authorities, the E.U. will follow up with a loan of 5 billion euros, the World Bank has agreed to provide 1 billion euros, and the European Bank for Reconstruction and Development “and other multilaterals provide an additional 1 billion euros. ” Mr. Strauss-Kahn also said the fund was “actively consulting with banks and other financial institutions operating in the country so that they will continue to provide adequate financing to Romania.”

TOKYO, March 23 (Reuters) - A FedEx Corp (FDX.N) cargo plane caught in a gust of wind crashed and burst into flames as it landed at Narita international airport on Monday, closing the main runway at the busy gateway to Tokyo. The plane landed hard, tipped onto its left wing and burst into flames, video of the crash on public broadcaster NHK showed. A bright orange fireball and Shox Legend Trainerblack billowing smoke engulfed the plane as it flipped and skidded off the runway. Firefighters sprayed foam onto the broken remains of the plane with its wheels in the air as efforts were made to rescue the crew. Narita airport said the plane was an MD-11, a freighter made by McDonnell Douglas, part of Boeing Co (BA.N). A spokesman for Japan Airlines Corp (JAL) (9205.T), Japan's main international airline, said some arriving flights had been diverted to Tokyo's Haneda airport and airports in Nagoya and Kansai, near Osaka. An All Nippon Airways (ANA) (9202.T) spokesman said the airline stopped check-in at Narita for 10 international flights, including those to New York, Washington and London. FedEx officials in Japan confirmed it was their company's flight but said they were still checking other information. But they agreed it was unclear what, if anything, the government can do to cut the bonuses since the contracts seem legally binding. Lawmakers said, however, that plenty of questions need to be answered and some AIG officials may need to be ousted. They also said legislation may be needed to avoid a repeat of such action and retain public confidence in federal UGG Wallingfordbailouts. "We will absolutely do everything possible to make sure that the money we put in there is spent in a way that we think is appropriate," Christina Romer, chair of the White House Council of Economic Advisers, told NBC's "Meet the Press." CAPE CANAVERAL (AFP) — The shuttle Discovery blasted off Sunday, on a mission to outfit the International Space Station with a final 360 One Time Only Pack pair of solar wings ahead of the arrival in a few weeks of an expanded space crew. The spacecraft launched at 7:43 pm (2343 GMT) from the Kennedy Space Center in Florida, after being delayed last week. Within moments the shuttle was flying at seven thousand miles (11,200 kilometers) per hour, NASA said. Moments later the spacecraft entered orbit. The seven-member crew was to deliver and install the fourth and final pair of solar wings on the orbiting ISS, in one of the last major construction tasks of the more than decade-long effort to construct the station. The mission has been shortened by one day Shox Ride & Plusafter a hydrogen leak last week led to a scrub of an earlier launch date. But NASA officials said that the problem had been cleared up and that there has been no recurrence of the malfunction. The leak was discovered Wednesday, when the external tank was 98 percent full of liquid hydrogen prompting it to be emptied for the checks. Once the Discovery mission installs the solar truss -- last major segment to be attached to the ISS -- the space station will become fully operational and capable of housing six astronauts, NASA said. The mission also will allow space officials to make a swap of personnel, exchanging Japanese astronaut Koichi Wakata for US astronaut Sandra Magnus, who will be returning to Earth after four months in space. Wakata, of the Japan Aerospace Exploration Agency, is to become the first Japanese crew member on the station. The first elements of the space station wereUGG Whitley launched in November 1998. Installing the solar panels on the 100-billion-dollar station was to take a two-astronaut team four space walks of more than six hours each to complete, according to NASA's original plans. The pairs of solar panels, containing 32,800 solar cells, are each 35 meters (115 feet) long. The final array, once in place, should boost available energy to the ISS to 120 kilowatts from the current 90. The extra power will help run the expanded array of scientific experiments to be conducted in the ISS, which saw the addition over the past year of NASA workspace and a pair of international laboratories -- Europe's Columbus and Japan's Kibo. Last week's scrubbed launch has forced space officials to shorten what had been planned as a 14-day mission to 13 days, and forced NASA to scrap one of four planned spacewalks. Officials said the scheduling adjustments should not affect the mission to deliver and install a fourth pair of solar panels to the ISS. The main purpose of the space station is to provide a zero-gravity environment for scientific experiments. However, at present, there is insufficient Air 180 staff to simultaneously conduct research and maintain the space station. With additional power provided by the soon to be installed solar panels, astronauts are expected to finish preparing the space station for full operation, to about 100 kilowatts, equivalent to that used in 40 to 50 houses. The panels will supply power for onboard laboratories and for the station's crew, which will double from three to six in May.
