New HIV strain discovered in woman from Cameroon WASHINGTON -A new strain of the virus that causes AIDS has been discovered in a woman from the African nation of Cameroon. It differs from the three known strains of human immunodeficiency virus and appears to be closely related to a form of simian virus recently discovered in wild gorillas, researchersair yeezy report in Monday's edition of the journal Nature Medicine. The finding "highlights the continuing need to watch closely for the emergence for new HIV variants, particularly in western central Africa," said the researchers, led by Jean-Christophe Plantier of the University of Rouen, France. The three previously known HIV strains are related to the simian virus that occurs in chimpanzees. The most likely explanation for the new find is gorilla-to-human transmission, Plantier's team said. But they added they cannot rule out the possibility that the new strain started in chimpanzees and moved into gorillas and then humans, or moved directly from chimpanzees to both gorillas and humans. The 62-year-old patient tested positive for HIV in 2004, shortly after moving to Paris from Cameroon, according to the researchers. She had lived near Yaounde, the capital ofcheap cigarettes Cameroon, but said she had no contact with apes or bush meat, a name often given to meat from wild animals in tropical countries. The woman currently shows no signs of AIDS and remains untreated, though she still carries the virus, the researchers said. How widespread this strain is remains to be determined. Researchers said it could be circulating unnoticed in Cameroon or elsewhere. The virus' rapid replication indicates that it is adapted to human cells, the researchers reported. Their research was supported by the French Health Watch Institute, the French National Agency for Research on AIDS and Viral Hepatitis and Rouen University Hospital. A separate paper, also in Nature Medicine, reports that people with genital herpes remain at increased risk of HIV infection even after the herpes sores have healed and the skin appears normal. Researchers led by Drs. Lawrence Corey and Jia Zhu of the cheap cigarettesFred Hutchinson Cancer Research Center found that long after the areas where the herpes sores existed seem to be clear, they still have immune-cell activity that can encourage HIV infection. Herpes is marked by recurring outbreaks and has been associated with higher rates of infection with HIV. It had been thought that the breaks in the skin were the reason for higher HIV rates, but a study last year found that treatment of herpes with drugs did not reduce the HIV risk. The researchers tested the skin of herpes patients for several weeks after their sores had healed and found that, compared with other genital skin, from twice to 37 times more immune cells remained at the locations where the sores had been. HIV targets immune cells and in laboratory tests theair force virus reproduced three to five times faster in tissue from the healed sites as in tissue from other areas. "Understanding that even treated (herpes) infections provide a cellular environment conducive to HIV infection suggests new directions for HIV prevention research," commented Dr. Anthony S. Fauci, director of the National Institute of Allergy and Infectious Disease. That study was funded by the National Institutes of Health and the Tietze Foundation.

Everyday Low Politics Corporate America's cheerleading for more government involvement in health care now includes Wal-Mart, that liberal paragon of social irresponsibility. The discount giant's ex-critics probably ought to be more skeptical, given that this seems to be anticompetitive special pleading in progressive drag. This week the nation's largest employer blessed an employer mandate, aka "pay or play." This would require businesses that do not offer "meaningful coverage" -- i.e., government-approved -- Nike air jordan 6 ring shoesto pay some percentage of their payroll to a federal insurance plan. This mandate is one of the more controversial policies in the Democratic health package, and Wal-Mart's endorsement will help it along, or at least give liberals political cover against business criticism. Another way of putting it is that Andy Stern finally got his man. Both organizations regularly assail Wal-Mart. The SEIU, having failed in its drive to organize Wal-Mart stores, went on to help fund a harassment group called Wal-Mart Watch. The Podesta outfit provides ammunition for critics about the retailer's supposedly skimpy benefits -- especially health coverage -- and other corporate-greed outrages. Then the fog of politics set in. Wal-Mart hired Leslie Dach, another former Clinton operative, to give its public image an extreme makeover. It has since rolled out green programs (most of which save it money in any case), and in 2007 the company joined with organized labor to call for universal health care Nike air jordan 2009 shoesby 2012. Two years before, it plumped for a higher minimum wage. The employer-mandate endorsement falls into the same self-interest department. A boost in the minimum wage helps Wal-Mart because most of its workers already earn well over the wage floor, and it hurts smaller, less-profitable competitors that can't afford to pay more. On health care, an employer mandate will also reduce the margins of their rivals. This is especially true for businesses of a slightly smaller size that cannot insure on the same scale or currently don't reach the 55% of the 1.4 million Wal-Mart employees who are insured throughair yeezy the company. (Another 40% or so are covered by spouses or the likes of Medicaid.) The Wal-Mart-Stern-Podesta troika made sure to specify that "shared responsibility" must be "fair and broad in its coverage," with an emphasis on the latter. The Mom & Pop stores that liberals accuse Wal-Mart of running out of town may get hit hardest. Democrats say they'll exempt certain small businesses, size details to be determined. But if the mandate is limited to large employers, it won't reduce the number of uninsured. According to the Kaiser Family Foundation, 99% of firms with more than 200 workers provide health benefits, only 62% of smaller firms. Businesses are also largely indifferent whether compensation comes in the form of wages or benefits, so an employer mandate -- an indirect tax on employment -- may cause wages to rise moreair yeezy shoes slowly. Or it may simply mean fewer jobs. In a 2007 paper, the economists Katherine Baicker of Harvard and Helen Levy of the University of Michigan estimate that 0.2% of all full-time workers and 1.4% of uninsured workers would lose their lobs because of an employer mandate. Most at risk are the 33% of the uninsured earning within $3 of the minimum wage. Thus many of the same people who shop at Wal-Mart because of its low prices -- and who Democrats claim to speak for -- would be worse off. An employer pay-or-play tax is not only a revenue grab to fund government health care, but it is also meant to transfer the choices about coverage to government from consumers. Businesses are going along with this and other gambits in part because of a prisoners' dilemma: They're terrified of being shut out of Democratic health negotiations lest they get stuck with the bill. Wal-Mart may also be trying to pre-empt an employer mandatenike yeezy the Senate is considering that would target companies with predominantly low-wage, low-skilled or entry-level work forces. Other big businesses are also trying to buy protection or some political reprieve. Big Pharma recently promised to reduce the cost of prescription drugs by $80 billion over the next decade, and the physician, hospital and insurance lobbies have made similar offerings. Yet the political class is simply pocketing these concessions and demanding more, hastening the day when government controls most U.S. health dollars -- and the businesses become the equivalent of utilities. Mr. Stern has been clear that his major goal all along has been to pressure Wal-Mart into endorsing government health insurance. As for Wal-Mart's executives, please don't come running for help when Mr. Stern returns for his next political payoff.

Supreme Court Supercharges Cable Box Ending a multiyear battle between Hollywood studios and telecommunications giants, the Supreme Court ruled Monday that cable operators could allow subscribers to store recorded shows on cable systems' massive central databases instead of in set-top boxes. The ruling looks like a clear victory for subscribers of cable services, long frustrated by awkward set-top box technology and perpetually rising subscription fees. By allowing cable operators to build video-storage units intoair yeezy their networks, the Supreme Court has vastly reduced the cost of expanding DVR service, wrote Sanford C. Bernstein analyst Craig E. Moffett in a note to clients Monday. Today, cable systems have to provide costly set-top boxes equipped with high-capacity hard drives to every new customer that signs up for DVR service. For customers lucky enough to already have a DVR box, the expense of new equipment has generally blocked upgrades to bigger, more powerful devices. There are significant economies of scale in using a few giant servers to hold subscribers' videos, and Moffett thinks the cable companies will expand their DVR offerings over a numberNike air jordan 3.5 of years. Woods Makes Time for Small Talk, but He’s in an Open State of Mind Tiger Woods is waiting. He is a minute or so from his scheduled interview two days before the United States Open, but Sergio García has lingered at the steel stanchions to answer a few extra questions for reporters. There is a bit of a buzz, so Tiger Woods is waiting. He glances at the knot of people. He makes small talk with theNike Air Max TL 2.5 moderator up on the dais. He smiles brightly and the photographers click away but his eyes are wary. He is wearing a black sweater, white shirt underneath a white cap with TW on the front. This is his world. He took his early practice round and, when a photographer tried to take a picture of Woods signing autographs, a security man held a large hand in front of the camera. A phalanx of support brings Woods to the side door of the media tent. Now he waits, until García departs on time. “Yeah, excited to be here,” he says, not looking excited. WoodsShox Junga is as precise with words as he is with a bag of clubs. Knows the lay of the land. Knows the angles. Knows the way the wind is blowing. “Obviously, the golf course is phenomenal,” he adds. “It’s playing long this week. It’s not exactly dry out there. And obviously this golf course brings back some great memories for me, seven years ago. It’s good to be back. I’ve enjoyed playing out here. The practice rounds have all been good, and I’m really looking forward to Thursday.” Woods does need to spell out that seven years ago, with the extroverted New York crowd adopting Phil Mickelson as its Southern California homeboy, he beat Mickelson by three strokes on Bethpage Black. Now he is back, coming off a victory in Ohio two weeks ago. But then again, he is often coming off aSobranie cigarettes victory, somewhere. • He is asked about Michael Jordan’s having shot an 86 last Friday on this most demanding of public courses: “It’s a pretty impressive score, considering his start,” Woods says. “I mean, he tripled one and doubled the next three holes and still turned around and shot a good number. Especially the back nine, he really played well. “So it goes to show you that just like all athletes or entertainers, they’re used to performing in front of crowds. He makes commercials with Derek Jeter and Roger Federer, and has sat in Federer’s box at the United States Open of tennis. They are his peers; the blokes here at the Open are his competitors. A bit later, Woods gives his theory about why courses keep getting enlarged: “If you look at it, guys are getting bigger and stronger. People forget that. When Jack and Gary and Arnold played, and Hogan, they’re all about 5-9. I’m 6 foot and I’m the shortest guy in the top players of the world.” Reminded how he won the Open last year with a broken bone in his leg, badly needing A.C.L. replacement, he explains why he opted for surgery: “Yeah, I could have played the British but Shox Junga II 2I would have had to let my leg heal. It was broken. I would probably rebreak it again during the British.” Or, he might have won the British on a broken leg. With Father’s Day coming up, somebody asks how often he thinks about his late father, Earl. “Well, probably every time I play,” Woods answers. “I always think about Dad, and especially when I take the time off and I come back and I start playing again. All my practice sessions, I’ll go back to the old fundamentals I learned from Dad.” Now he is asked about Amy Mickelson, who will begin treatment for breast cancer on July 1, and how this will affect her husband in this Open. “Is it easy? No, it’s not easy,” Woods says. “When my dad was sick, that’s kind of the natural progression anyways. Your parents are supposed to pass away before you. And God forbid Sovereign cigaretteshow they get sick or how it ends.” He shudders at the idea of serious illness striking a spouse. “And you think the golf course would be your escape, but it’s not. You’re surrounded by people wishing you well the entire time and hope everything works out. But then again, they keep reminding you of the same circumstance you’re dealing with on a daily basis, and you just can’t get away from it.” He adds that Amy Mickelson is “a sweetheart” and he talks about the table tennis doubles matches the Mickelson and Woods families have played at Ryder Cup events. “Those are priceless times.” Who is the best golfer in the world? “Jack.” How close are you? “He’s got 18, I’m at 14,” a reference to the number of majors he and Nicklaus have won. • After nearly half an hour, Woods is ready for some levity. Asked about plans to hold the 2014 men’s and women’s Opens back to back at Pinehurst, and whether somebody might play both,Nike Air Structure Triax 91 Woods replies: “I need to have a sex change. Is that what you’re saying?” Actually, the question was about whether a woman might try to play the men’s tournament, and Woods notes they have the right. UPDATE 1-Obama speeds projects to create, save 600,000 jobs By Doug Palmer WASHINGTON, June 8 (Reuters) - President Barack Obama said on Monday accelerated stimulus spending would create or save 600,000 jobs over the next 100 days, pledging action to slow the growth of unemployment that has reached a 25-year high. "We've got a long way to go, but I feel like we've made great progress," Obama said at a White House meeting with Vice President Joe Biden and cabinet officials aimed at highlighting Winston cigarettesgains made since Congress passed the massive stimulus package in February. "The biggest concern that I have moving forward is that the toll that job losses take on individual families and communities can be self-reinforcing," Obama said. "People lose jobs, they pull back on spending, that means businesses don't have customers, and suddenly you start seeing more job lay-offs." The White House estimates the $787 billion Recovery and Reinvestment Act that Democrats pushed through Congress with little Republican support will create or save 3 million to 4 million jobs by early 2011. They said on Monday it created or saved 150,000 in the first 100 days. Republicans questioned the figure and noted that Biden said on May 13 over 150,000 jobs had been saved or created in the act's first 77 days. REPUBLICAN HOPES Republicans, who hope to loosen the Democrats' grip on power in 2010 congressional election, have attacked the recovery legislation as a bloated spending bill that will drive the country deeper into debt. Mehserle ordered to stand trial for murder (06-04) 15:12 PDT OAKLAND -- Former BART police Officer Johannes Mehserle must stand trial for murder in the New Year's Day shooting death of an unarmed man, an Alameda County judge ruled today. After hearing seven days of testimony since May 18, Superior Court Judge C. Don Clay said prosecutors had presented ample evidence to show that Mehserle could be found guilty of UGG Upsidemurdering Oscar Grant, 22, at the Fruitvale Station in Oakland. Grant's mother, Wanda Johnson, sobbed loudly as Clay announced his decision, and other family members cried. Mehserle showed little reaction. The case has drawn nationwide attention, in part because the shooting was filmed by BART passengers with digital cameras and played repeatedly on television and online. Mehserle, 27, is the first police officer in California in at least 15 years to be charged with an on-the-job murder. BART police pulled Grant and several other young men off a Dublin-Pleasanton train about 2 a.m. Jan. 1 on suspicion of brawling onboard. Testimony showed that police were trying to arrest Grant for allegedly obstructing officers when Mehserle shot him. One video showed Mehserle trying to pull Grant's handsUGG Wallingford behind his back as the Hayward resident lay face-down, then pulling out his pistol and shooting him. Prosecutors said Mehserle had fired his pistol at Grant for no good reason. The defense said the officer had meant to shock the supermarket worker with a Taser stun gun but had accidentally fired his pistol instead, and that at most the case was manslaughter. "This is not a murder because there is no malice, and there's no malice because Mr. Mehserle didn't intend to use his firearm," defense attorney Michael Rains told the judge. However, in announcing his decision, Clay said, "There is no doubt in my mind that Mr. Mehserle intended to shoot Oscar Grant with a gun and not a Taser." Clay heard from numerous witnesses during the preliminary hearing, including passengers who captured parts of the incident on cameras and other BART police officers who responded to UGG Whitleythe scene. However, Mehserle himself did not testify. Clay said that without hearing from the former officer, he had no way to know what Mehserle may have been thinking when he pulled the trigger. The outcry over Grant's death had racial overtones, with some African American community leaders saying that the shooting was part of a larger problem of police brutality against young men of color. Mehserle is white; Grant was black. The shooting prompted several protests, including one Jan. 7 in downtown Oakland in which crowds smashed storefronts and set several cars ablaze. For the preliminary hearing, Alameda County sheriff's deputies maintained a visible presence at the courthouse. Protesters ringed the building for the duration of the hearing. “IT’S not easy being gay,” said Mary Jo Hudson, director of the Ohio Department of Insurance. She wasn’t referring to political opposition and other obstacles, but the plight of same-sex couples who are trying Air Jordan 20 to get and keep health insurance. Same-sex couples have been making headlines; Maine followed the lead of Nike jordan 20 Iowa and Vermont this week in legalizing same-sex marriage, and several other state legislatures are now considering it. But Ms. Hudson says that fairer and more comprehensive health care coverage for partners — whether they are legally married or not — is not necessarily part of the package. “For the vast majority of gay couples,” she said, “getting health insurance for a domestic partner is still a challenge.” Currently about one-third of companies with more than 500 employees offer domestic partner benefits. That’s up from about 12 percent in 2000, according to a study from Mercer, an employee benefits consulting firm. But the percentage drops off sharply when smaller employers are counted, Ms. Hudson said. And there is no provision for domestic partner benefits for federal employees, although there are some legislative efforts to change that. Some states and municipalities offer their employees domestic partner coverage, depending on the state laws. Even if the relationship is formalized with the state in a marriage or union, that does not always obligate the employer to cover a same-sex spouse. For one thing, self-insured employers are not regulated by the states. And other benefit-providing employers that choose not to offer such coverage can sometimes use the Defense of Marriage Act — a law that forbids the federal government to recognize same-sex marriage — to trump state laws, said Nike Trainer DunkIlse de Veer, a principal with Mercer. On the flip side, self-insured employers are free to offer domestic partnership benefits, whether or not a state recognizes unmarried relationships. And some employers limit their domestic partner benefits only to homosexual couples, on the rationale that heterosexual couples can get married, while in most states gay couples still cannot. If you’re part of a same-sex couple and you’re fortunate enough to work for an employer that will provide coverage for your partner, the process can still be cumbersome and costly. Here are some of the basics. DOCUMENT YOUR RELATIONSHIP Many employers and insurance companies require proof of a domestic partnership before you can qualify for benefits. One of the most common documents is an affidavit signed by both partners, explaining the details of the relationship. For more information on what needs to be included in an affidavit, the Web site insure.com offers a check list.You may also need to provide copies of jointly signed leases, homeowners’ insurance policies, joint bank account statements and other legal documents that show the two of you live together and are financially intertwined. Many states, counties and cities, including New York City, have domestic partnership registries where unmarried couples can legally register their relationships. Registration is not the same as a marriage certificate, but itJordan XXII sneaker is a good way to prove the legitimacy of your relationship to employers and insurers, Ms. Hudson said. PREPARE TO PAY MORE TAXES Unlike married couples, domestic partners must pay federal and sometimes state taxes on health care benefits. That’s because the Internal Revenue Service counts the value of the domestic partner’s benefit as income for the employee. What’s more, pretax dollars from an employee’s flexible spending accounts or health savings accounts cannot be used to cover the domestic partner’s benefits. Let’s say, hypothetically, that the cost for a partner benefit is $10,000 a year, and the employee is at the 40 percent marginal tax bracket. In addition to the share of premiums the employee pays, he or she would pay about $300 a month in taxes. “That really adds to the cost of the benefit,” Ms. Hudson said. “It may be why so few couples take advantage of domestic partner benefits when they are available.” She cited a Williams Institute study that shows unmarried partners are two to three times more likely to be uninsured than married people. Ms. Hudson says that in rare cases, companies have been willing to increase Air jordan XXI sneaker employees’ paychecks to make up for the extra tax burden. So be sure to ask your human resources department about this. A POSSIBLE TAX EXCEPTION For some people, there may be a way around the tax bind. If your partner lives in your household for the entire tax year, receives 50 percent of his or her support from you and generally meets the criteria laid out in section 152 of the tax code, then you are legally entitled to receive domestic partnership health benefits tax-free. A lawyer or accountant well versed in domestic partnership law can help determine if you’re eligible for this break. “This break is confusing and misunderstood because it is a special exemption for health care benefits only,” said Ms. de Veer. “Employers don’t always understand this part of the code themselves, so they often fail to tell employees about it. Lots of couples are paying taxes on health benefits that don’t have to.” To determine if your partner receives 50 percent support from you, fill out the worksheet on page 33 of I.R.S. Publication 17, at www.irs.gov/pub/irs- pdf/p17.pdf COVERAGE FOR CHILDREN Most employers that cover domestic partners also cover the children of that partner, considering it a parental relationship on the employee’s part, even if it has not been formalized legally. With individual policies, though, depending on the insurer, you may have to prove you are a legal custodian of your partner’s child, said Ms. Hudson. “Filing for custody rights is probably something you should do anyway,” Nike air jordan 23 shoesadvises Ms. Hudson. “You’ll need that document for everything from signing school permission slips to getting health benefits.” WHAT ABOUT COBRA? If you are covered under your partner’s employer-sponsored insurance, and your partner is then laid off, many firms will offer you the opportunity to buy the same health care coverage for up to 18 months under the federal law known as Cobra. If the relationship ends, you may also be able to elect Cobra coverage, just as you would if you were divorcing. Because Cobra is a federal law, employers are not obligated to offer this coverage to unmarried partners, but many do, says Ms. de Veer. As with all Cobra coverage, you must be sure to make the election within 60 days of the last day of coverage under the employer’s plan.
